Authorizes the sale of a U.S. naval vessel, an auxiliary drydock, to Ecuador.
Authorizes the leasing of U.S. naval vessels as follows: (1) two patrol combatants to Colombia; (2) three fast patrol boats to the Dominican Republic; (3) one oceanographic research ship to Mexico; (4) one destroyer tender to Pakistan; and (5) one destroyer tender to Turkey. Excludes such leases from certain requirements of the Arms Export Control Act.
