Prohibits any public secondary school receiving Federal assistance from discriminating against any meetings during noninstructional periods on the basis of religious content. Provides that such meetings must be voluntary, orderly and lawful.
Authorizes any person aggrieved by a violation of this Act to bring a civil action in either the U.S. district court or a State court of competent jurisdiction for both damages and equitable relief.
