Amends the Sexual Exploitation of Children Act of 1977 to increase the fines for the sexual exploitation of children from $10,000 to $75,000 and from $15,000 to $150,000 on a subsequent conviction.
Prohibits the transfer of any materials involving the sexual exploitation of minors, even if they are found not to be obscene.
Revises the definition for sexually explicit conduct to include exhibition without literary, artistic, scientific or educational value.
