Declares that Congress, in lieu of the International Trade Commission (ITC), determines that imports of certain specialty steel products are being imported in such increased quantities that they are a substantial cause of serious injury to the competing domestic industry.
Directs the ITC to report such determination to the President along with a recommendation for import relief pursuant to the Trade Act of 1974. Directs the President to implement the recommendation.
