A bill to provide transitional funding for the deregulation of health planning.
Health Planning Deregulation Act of 1982 - Replaces existing title XV (National Health Planning and Development) of the Public Health Service Act with a new title XV (Health Planning Deregulation).
Authorizes appropriations for FY 1983. Bases State allotments on population, with a minimum allotment of $100,000.
States that funds may be used for: (1) State or local health planning; and (2) experiments designed to promote competition in health care financing and delivery.
Requires States to: (1) provide at least 25 percent funding; and (2) file audits and reports.
