Authorizes the Secretary of State to request the assistance of State and local governments outside the District of Columbia in providing: (1) fixed guards at any consular premises or residences of consular officers within the jurisdiction of such governments; and (2) protective security details for such consular premises, officers, and foreign government officials. Permits the Secretary, in certain circumstances, to reimburse the State and local govenrments for providing such services. Authorizes the Secretary to procure other security services if the State or local government cannot provide the requested assistance. Authorizes appropriations.
