American Samoa Bond Authorization Act of 1982 - Authorizes American Samoa to issue bonds and other obligations the principal and interest of which are payable solely from revenues derived from any improvement or undertaking. Exempts such bonds from Federal, State, and local taxes. Prohibits the United States from being liable for such bonds.
