Provides general authority for Federal agencies to appoint and fix the pay of experts and consultants for temporary or intermittent services. Eliminates current provisions which allow agencies to procure expert and consultant services by contract when authorized by a Federal law.
Establishes the pay rate for GS-18 as the maximum pay rate for all agencies for experts and consultants.
Directs the Office of Personnel Management to prescribe regulations governing the employment of, and reporting requirements with respect to, experts and consultants.
