Suspends through July 1, 1983, the requirement under the Federal-State Extended Unemployment Compensation Act of 1970 that insured unemployment in a State must exceed 120 percent of the average of such unemployment in comparable periods in the two previous years in order to trigger "on" an extended benefit period.
