A bill to authorize the Secretary of Agriculture to implement the Agreement on the International Carriage of Perishable Foodstuffs and on the Special Equipment to be used for such carriage (ATP), and for other purposes.
International Carriage of Perishable Foodstuffs Act - Designates the Secretary of Agriculture as the competent authority to implement the Agreement on the International Carriage of Perishable Foodstuffs and on the Special Equipment to be Used for Such Carriage. Lists the duties of the Secretary.
Authorizes the Secretary of State, with the concurrence of the Secretary of Agriculture, to take appropriate action to protect U.S. rights under the Agreement.
Authorizes inspection and testing organizations designated by the Secretary of Agriculture to establish reasonable fees to cover the costs of inspection or testing.
Authorizes the Secretary of Agriculture to set fees to cover the costs to the Department of Agriculture incurred in connection with issuing certificates of compliance under this Act.
Authorizes appropriations.
