Establishes an Efficiency in Government Advisory Roundtable to advise and assist the Advisory Commission on Intergovernmental Relations on activities relating to the President's proposals concerning the exchange between the Federal Government and State and local governments of responsibilities for certain programs.
Directs the Roundtable to hold five hearings on such exchange of programs in different regions of the country.
Terminates the Roundtable two years after all of its members have been appointed. Directs the Roundtable to submit a report on its activities to the Commission, the President, and Congress within 30 days prior to the date it terminates. Authorizes appropriations.
