Technical Information Clearinghouse Fund Act of 1982 - Amends provisions relating to the dissemination of technical, scientific, and engineering information to establish in the Treasury the Technical Information Clearinghouse Fund. Requires the Secretary of Commerce to use the Fund as a revolving fund to carry out the activities necessary to make the results of technological research and development more readily available to industry and business. Lists the sources of the Fund's deposits. Authorizes appropriations.
