Amends the Foreign Assistance Act of 1961 to prohibit U.S. military support for El Salvador after a specified date unless the President certifies to Congress that El Salvador's government: (1) is negotiating in good faith with all parties that are willing to participate without prior conditions in order to achieve a cease-fire and an equitable political solution; or (2) cannot proceed with the negotiations because certain revolutionary parties are unwilling to participate without prior conditions.
Defines U.S. military support. Excludes from such definition the use of U.S. military personnel in El Salvador to meet a clear and present danger: (1) of attack upon the United States; or (2) to U.S. citizens and to provide for their evacuation.
