Authorizes appropriations for the administration of the National Telecommunications and Information Administration for FY 1983.
Directs the Administration to conduct a study of the long range telecommunications and information goals, policies, and strategies of the United States. Directs the Administration to review the manner by which the United States develops its telecommunications and information policy.
Directs the Secretary of State to select representatives from Federal agencies and from the private sector to represent the United States at international telecommunications conferences. Exempts representatives from the private sector from certain conflicts of interest provisions of the Criminal Code. Requires all such representatives to maintain financial disclosure statements with the Department of State.
