Amends the Trade Act of 1974 to authorize the President to restrict direct investment within the United States by a foreign country that unfairly discriminates against U.S. investment or by citizens, nationals, or persons who are organized or existing under the laws of such country. Changes the definition of "commerce" to include investment.
