Amends the Interstate Commerce Act to direct the Interstate Commerce Commission to authorize a motor common carrier of property to provide single-line service between points in the United States and points in Canada or Mexico under specified conditions.
Prohibits the Commission from authorizing freight transportation in interstate or foreign commerce by persons domiciled in Canada or Mexico if either of their governments prohibits U.S. domiciliaries from transporting freight within Canada or Mexico on substantially the same licensing standards as apply to freight transportation by their own nationals.
