Permits certain Farm Credit Administration regulations which expand the authority of financing institutions, other than farm credit system institutions, to borrow from and discount with Federal intermediate credit banks to become effective on the date of enactment of this Act.
Declares that such provision shall not be deemed an expression of congressional approval of such regulations and the amendment thereto.
