Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to prohibit the termination of an individual's disability benefits before a final administrative decision to terminate the individual's entitlement has been made, unless current medical evidence substantiates the change in such individual's medical condition which is the basis for benefit termination.
