A bill to amend part C of title IV of the Higher Education Act of 1965 to permit meritorious exceptions to the payment of minimum wage rates under the college work study program, and for other purposes.

Amends the Higher Education Act of 1965 to permit exceptions to the payment of minimum wage rates under the college work-study program.

Allows a lower than minimum wage rate, pursuant to criteria established by the Secretary of Education, if the lower rate is: (1) warranted by unusual circumstances; (2) consistent with the purposes of the college work-study program; and (3) at least 85 percent of the minimum wage.
