A bill to provide that a portion of the cost of studies undertaken by the Corps of Engineers be paid by non-Federal interests.

Prohibits the Secretary of the Army, acting through the Chief of Engineers, from initiating any water resource study under his jurisdiction until the appropriate non-Federal interests agree to pay 50 percent of the cost of such study.
