A bill to amend title 39, United States Code, to eliminate certain provisions relating to private carriage of mail, to permit free competition in the delivery of mail, and for other purposes.
Private Mail Carriage Act of 1981 - Permits the private carriage of mail. Exempts letters and packages carried by private express from provisions of Federal law requiring that all letters and packages carried by a vessel in interstate commerce be delivered promptly to the local post office upon arrival in a port.
