Richard B. Russell Foundation Act - Authorizes the Secretary of Education to make matching grants to assist in the development of the Richard B. Russell Foundation, located at the University of Georgia, Athens, Georgia, as a center for congressional archives and scholarship.
Authorizes appropriations for fiscal years 1981 through 1987 to carry out this Act.
