A bill to authorize the Secretary of the Interior to engage in feasibility studies of various potential hydroelectric power projects, and to authorize the Muddy Creek Basin Erosion Control Project in Montana subject to a finding of economic, financial and environmental feasibility.

Directs the Secretary of the Interior to conduct feasibility studies of the Gibson Dam powerplant in Montana.

Authorizes the Secretary to construct and operate surge relief with respect to the Muddy Creek Basin erosion control project in Montana upon a finding of financial feasibility and compliance with environmental law.

Authorizes appropriations for construction, operation, and maintenance of such project.
