Amends the Federal Land Policy and Management Act of 1976 to authorize the Secretary of the Interior to issue temporary use permits to Federal departments and agencies to use, occupy, and develop public lands administered by the Bureau of Land Management. Allows the issuance of such permits for a term not to exceed three years and a one time renewal for a term not to exceed three years.
