Amends the International Investment Survey Act of 1976 to require benchmark surveys of foreign direct investment in the United States covering 1980, 1987, and every fifth year thereafter (rather than covering calendar years 1980, 1987, and every fifth calendar year thereafter). Requires such surveys of U.S. direct investment abroad covering 1982, 1989, and every fifth year thereafter (rather than covering those calendar years).
