A bill to combat international terrorism.
International Terrorism Crime Act of 1981 - Amends the Federal criminal code to establish penalties for whomever knowingly manufactures, sells, or delivers technology, expertise, plans, weaponry, or restricted military or communications equipment for the purpose of aiding, abetting, or promoting "international terrorism."
Establishes lesser penalties for attempting, conspiring, or engaging in negotiations to commit such offense.
Provides for the forfeiture to the United States of all gains from this crime.
