Amends the Emergency Fund Act to provide that such fund shall be available for all projects and project facilities governed by Federal reclamation Acts, including the Small Reclamation Projects Act and the Distribution System Loans Act (currently, for irrigation or power systems maintained by the Bureau of Reclamation).
