Directs the Comptroller General to: (1) determine the cost growth of any construction, acquisition, or procurement project involving over $200,000,000 in Federal funds; and (2) notify the responsible agency upon determining that the actual or projected cost of a project has increased, or will increase, by 25 percent or more (discounting inflation).
Prohibits an agency from obligating or expending additional funds on a project after receiving such notice unless Congress enacts a joint resolution authorizing continued obligations and expenditures.
