Directs the Secretary of the Army, through the Chief of Engineers, to conduct a study of the Madison aquifer in the States of Montana, Nebraska, South Dakota, and Wyoming to determine whether the transportation of coal in a coal slurry pipeline will affect the quantity or quality of ground or surface water in such States.
Prohibits a right-of-way or permit for a coal slurry pipeline that is expected to utilize ground water from the Madison aquifer from being granted or issued by a Federal agency until 90 days after the Secretary reports to the Governors of Montana, Nebraska, and South Dakota under this Act. Provides for a permanent prohibition under certain conditions.
