Authorizes the Secretary of the Interior to enter into agreements for: (1) the renovation, refurbishment, maintenance, and operation of the Benjamin Franklin National Memorial at the Franklin Institute in Philadelphia, Pennsylvania; and (2) the design and presentation of educational programs for the Memorial.
Authorizes appropriations.
