Amends the Gun Control Act of 1968 to make it unlawful for any licensed importer, manufacturer, dealer, or collector to sell or deliver any firearm other than a shotgun or rifle to an individual within the special territorial jurisdiction of the United States, unless the Federal Bureau of Investigation is notified within seven days of the application and 21 days have elapsed following execution of the application.
