A bill to amend chapter 5 of title 18 of the United States Code, relating to arson in executing a scheme to defraud.

Amends the Federal criminal code to establish penalties for engaging in conduct with intent to execute a scheme or artifice to defraud or obtain property of another by false or fraudulent pretense, representation, or promise, where such scheme or artifice: (1) affects interstate commerce; and (2) involves obtaining insurance proceeds of $100,000 or more by arson.
