Modifies a non-structural flood project on Galveston Bay at Baytown, Texas, authorized under the Water Resources Development Act of 1976, to provide that the price to be paid for property rendered uninhabitable due to the encroachment of flood waters caused by land subsidence in the project area will be based on an appraisal at fair market value disregarding damage caused by flood waters and vandals.
