Amends the Customs Procedural Reform and Simplification Act of 1978 to authorize appropriations for the U.S. Customs Service for fiscal year 1982. Prohibits use of any money appropriated under such authorization to pay any U.S. Customs Service employee overtime pay in excess of $25,000.
