Amends the Communications Act of 1934 to prohibit the Federal Communications Commission (FCC) from restricting the broadcast of the results or projected results of an election to choose Presidential electors until all polling places are closed.
Establishes the Commission on the Effect of the Communications Industry on Voter Behavior to report to the President and the Congress on whether the practices of the communications industry affect voter behavior.
Sets forth the composition and functions of such Commission. Authorizes appropriations to carry out this Act.
