Amends the Natural Gas Pipeline Safety Act of 1968 and the Hazardous Liquid Pipeline Safety Act of 1979 to allow the Secretary of Transportation to schedule meetings of the Technical Pipeline Safety Standards Committee twice each calendar year (formerly every six months).
Extends, from 60 to 90 days, the period within which an aggrieved party may file for judicial review of an administrative order.
Authorizes appropriations for fiscal years 1982 and 1983 for the purposes of such Acts.
