Humane Transportation of Horses Intended for Slaughter Act of 1981 - Amends the Federal Meat Inspection Act to direct the Secretary of Agriculture to promulgate standards for the humane handling and transportation in commerce of horses intended for slaughter. Requires persons involved in such transportation to maintain records, as determined by the Secretary. Sets forth inspection requirements. Establishes civil and criminal penalties for violations of this Act. Vests appropriate jurisdiction in the United States district courts.
Authorizes appropriations for fiscal year 1981.
