National Rangeland Research Act of 1981 - Amends the National Agricultural Research, Extension, and Teaching Policy Act of 1977 to direct the Secretary of Agriculture to: (1) make grants to educational institutions, State experimental stations, and Federal laboratories for rangeland research; (2) submit annual reports to the President and to the appropriate congressional committees; and (3) establish the Rangeland Research Advisory Board.
Authorizes necessary appropriations.
