Reformulates the reimbursement by the Administrator of Veterans' Affairs to a State for the cost incurred in providing medical facility care in State homes to veterans eligible for such care in Veterans' Administration facilities.
Establishes the per diem rate of payment at 30 percent of the average cost of such care at a Veterans' Administration facility, not to exceed 50 percent of the cost of such care in the State home.
