Amends the Federal Land Policy and Management Act to prescribe penalties for violations of regulations issued under such Act.
Authorizes the Secretary of the Interior to grant enforcement responsibilities for Federal laws relating to public lands to certain persons who are not and will not be authorized to carry firearms.
