A bill to prohibit the use, possession, or delivery of drug paraphernalia for certain purposes, to provide severe penalties for delivery of drug paraphernalia to minors, to provide for the forfeiture of drug paraphernalia, and for other purposes.
Drug Paraphernalia Prohibitions Act of 1981 - Defines "drug paraphernalia" for the purposes of this Act. Enumerates factors which the Attorney General, court, or other authority shall consider in determining whether an object is drug paraphernalia.
Establishes as misdemeanors: (1) possession with intent to use drug paraphernalia in connection with a controlled substance; and (2) delivery, sale, possession with intent to deliver or sell, or manufacture with intent to deliver or sell drug paraphernalia, knowing that such drug paraphernalia will be used in connection with a controlled substance. Makes delivery of drug paraphernalia to a person under eighteen years of age a special offense.
