Authorizes appropriations for fiscal year 1982 for certain Department of Commerce maritime programs including: (1) operating-differential subsidy payments; (2) research and development; (3) reserve fleet expenses; (4) maritime education; and (5) operations and training. Authorizes supplemental appropriations for fiscal year 1982 for employee benefits.
Amends the Merchant Marine Act of 1936, to include as "eligible vessels" certain vessels that were reconstructed or reconditioned outside of the United States.
