Authorizes expenditures for investigations and studies to be conducted by the Committee on Merchant Marine and Fisheries including: (1) employment of personnel; and (2) procurement of consultant services. Prohibits the committee from expending such funds in connection with any study or investigation being conducted by any other House committee.
