A resolution to amend the Rules of the House of Representatives to establish the Committee on Internal Security, and for other purposes.

Amends rule X of the Rules of the House of Representatives to establish the Committee on Internal Security with jurisdiction over communist, terrorist, and other subversive activities. Removes such jurisdiction from the Judiciary Committee.

Transfers to the Internal Security Committee all of its property under the control of the Judiciary Committee or any other government agency.
