Authorizes expenditures for investigations and studies to be conducted by the Committee on Standards of Official Conduct, including: (1) employment of personnel; (2) procurement of consultant services; and (3) specialized training of its professional staff. Prohibits the committee from expending such funds in connection with any study or investigation being conducted by any other House committee.
