A resolution amending the Rules of the House of Representatives to impose additional reporting requirements on committees reporting bills or resolutions involving violations of the Congressional Budget Act.

Amends the Rules of the House of Representatives to require committee reports on bills or joint resolutions of a public character to contain a statement of any violation of the Congressional Budget Act of 1974 and specify any waiver of its provisions. Requires the Committee on Rules, when reporting a resolution waiving a provision of such Act, to include a statement of explanation on the necessity of such waiver.
