Establishes in the House of Representatives the Select Committee on Children, Youth, and Families to conduct a comprehensive study of their problems and to develop policies to coordinate governmental and private programs to address such problems. Provides that the committee shall not have legislative jurisdiction. Requires the Committee to report to the House as soon as practicable during the present Congress on the results of its study.
