A resolution amending the Rules of the House of Representatives to provide certain qualifications pertaining to service as a Member, and for other purposes.

Amends the Rules of the House of Representatives to add rule XLIX which prohibits a Member from serving a term of office if such Member has served the six immediately preceding terms. Excludes from such rule service in any term that commenced before 1983.
