Limits expenditures of the Government, other than those for national defense and security for fiscal year 1981, to an amount which is five percent less than the total of such expenditures for fiscal year 1980. Limits Government expenditures for fiscal year 1981, for compensation of officers and employees of the United States, other than those whose employment is directly related to national defense and security, to an amount which is ten percent less than such expenditures for fiscal year 1980.
