A bill to establish a method whereby the Congress (acting in accordance with specified procedures) may prevent the adoption by the executive branch of rules or regulations which are contrary to law or inconsistent with congressional intent or which go beyond the mandate of the legislation which they are designed to implement.

Requires each executive agency or officer to submit for the review of each House of Congress any proposed rule, regulation, or change in a rule or regulation. Declares that the rule, regulation, or change shall become effective 60 days after submission unless either House adopts a resolution disapproving it for containing provisions contrary to law or the intent of Congress or exceeding specified legislative mandates. Sets forth Senate and House procedures for consideration of such resolution.
